Scheme update: A new additional licensing scheme came into force 2 February 2026, replacing the previous scheme and raising fees. Selective licensing runs across two designations to 2028 and 2029 respectively.

You will need a mandatory HMO licence if your property is rented to 5 or more people from 2 or more households, regardless of borough. Brent operates a borough-wide additional HMO licensing scheme, covering smaller HMOs (3+ tenants from 2+ households) that fall below the mandatory threshold.
Our service fee is £300+VAT for an Additional HMO Licence and £500+VAT for a Mandatory HMO Licence. On top of that, Brent's council charges its own fee separately: the mandatory HMO licence fee is £1,040 plus £25 per room over 5, plus a £500 grant fee (rates effective from 2 February 2026); the additional HMO licence fee is same fee structure as the mandatory licence; the selective licence fee is approximately £940 (£640 application + £300 grant fee). Council fees are reviewed periodically, so we'll always confirm the current rate before you proceed.
Council processing times vary between 8-16 weeks depending on the borough. We submit your complete, fully-compliant application within days of receiving your information.
