You will need a mandatory HMO licence if your property is rented to 5 or more people from 2 or more households, regardless of borough. Greenwich operates a borough-wide additional HMO licensing scheme, covering smaller HMOs (3+ tenants from 2+ households) that fall below the mandatory threshold.
Our service fee is £300+VAT for an Additional HMO Licence and £500+VAT for a Mandatory HMO Licence. On top of that, Greenwich's council charges its own fee separately: the mandatory HMO licence fee is £527.82 per letting for the first 5 lettings, then £316.69 per additional letting; the additional HMO licence fee is uses the same unified fee schedule as the mandatory licence; the selective licence fee is £905.75 flat fee.
